How is this better than `metadata/layout.conf` specifying `repo-name` parameter?

https://wiki.gentoo.org/wiki/Repository_format/metadata/layout.conf#repo-name takes precedence over `profiles/repo_name`. Does it mean `profiles/repo_name` is deprecated and not needed at all anymore?
